The Office of the Head of Service, Edo State, Nigeria, was established in February 1999, following the directive of the Federal Government on the restructuring of the Civil Service. It was separated from the Office of the Secretary to the State Government, and its functions were clearly outlined in Circular Letter No. SGA. 7/5/T5/200 of 10th February 1999.
The Office of the Head of Service, Edo State, is committed to managing the human resource base of the Edo State Public Service effectively and efficiently. It aims to promote professionalism, provide administrative support, and ensure the welfare of Civil/Public Servants while upholding integrity, professionalism, and accountability in its operations.
The office is mandated to manage the human resource base of the Edo State Public Service. It provides leadership and direction to the Civil/Public Service, maintaining high morale, esprit de corps, and a good image of the service. The office fosters professionalism amongst Civil/Public Servants, advises the State Chief Executive on the appointment and deployment of Permanent Secretaries, and promotes good relations between Commissioners, other Political Office holders, and Civil/Public Servants.
Leadership and Direction: Providing leadership and direction to the Civil/Public Service, maintaining high morale, esprit de corps, and a good image of the service.
Professionalism: Fostering professionalism amongst Civil/Public Servants.
Advisory Role: Advising the State Chief Executive in consultation with the Chairman of the Civil Service Commission on the appointment and deployment of Permanent Secretaries.
Relations: Promoting good relations between Commissioners, other Political Office holders, and Civil/Public Servants.
Career Development: Managing career development for Senior Management Staff on grade level 13 and above, including training schemes.
Personnel Records: Maintaining personnel records and statistics of the Civil Service.
Payroll Management: Managing the Public Service Payroll and Staff salaries, wages, and allowances of Civil/Public Servants.
Representation: Attending the State Executive Council and State Security Council Meetings.
Management: Managing the career of Officers in the Administrative Class and all Senior Management on Grade Level 13 and above.
Coordination: Coordinating activities related to Civil Service Matters and Extra-Ministerial Department.
Policy Development: Developing Service Policy and Strategy for implementation.
Liaison: Liaising with Heads of Service of other States and the Head of Service of the Federation on Service matters.
Industrial Relations: Coordinating Industrial relations in the Public Service and providing the Secretariat for the Public Service Negotiating Council.
Integrity: Upholding the highest standards of honesty and ethical behavior.
Professionalism: Demonstrating competence, efficiency, and effectiveness in service delivery.
Accountability: Taking responsibility for actions and decisions.
Fairness: Ensuring fairness and equity in dealings with stakeholders.
Transparency: Operating in an open and transparent manner.
Teamwork: Collaborating with others to achieve common goals.
